Those are florescent and would work just fine for a fish only tank.
I would think so as long as the lionfish can not fit them in his mouth.
Like your average ordinary light that comes standard with any fresh water tank. Fish only tanks dont need any kid of special lighting.
oh and your lion fish will eat your wrasse or any other fish it can force in its mouth.
Honestly it would be overkill. you could get by with a simple strip light.
