For me, radioactive dragon eyes are toxic. If I ever frag them I always end up with large boil like infections on my arms and other sensitive parts of my body. Totally sucks, and gets worse every time.

Palythoa carry play toxins. Zoanthids do not. However there is no clear distinction between the two in the hobby. You need to always wear gloves a surgical mask and eye protection when dealing with them. You should be wearing at the least gloves for any tank interaction...

I was also wondering if a dead / decaying specimen would release a toxin into the water / air.

It depends really, the biological process of decay can take the edge off of the toxin in the tank. But you can trash a tank by moving zoa and pally too much of you don't have a good chemical filtration set.
As far as into the air, no. T hey have no way to aerosol it aside from the typical squirting, hence wearing eye protection. But other then that stream of spray you will be the only thing to cause it to rise into the air, be it with steam or spray.
Patrick down at Coralville bay just got over a pretty hefty dose. Was nearly hospitalized iirc from cleaning out the frag tank and steaming the crates.
