   I've seen a lot of people mount them on top and I think that make the best sense. The light that bounces back just heats the bulb, reducing the life of the bulb. By eliminating that bounce-back on the bulb, the fan would work in 2 ways, by pulling hot air away from the light and reflecting less light back at its self.
