You can use mosaic tiles from home depot, Lowes, or Menards 144 1" tiles for like $10

You will want to roughen them up before gluing the frags or they won't adhere...

What type are safe? I picked up some plumbi g stiluff at lowes today but the only had 12x12 ceramics. All the mosaics were porcelain. Would porcelain be harmful? Isnt it just supernheated ceramics...? I think it contains mullite which is a silicate, but shouldn't be harmful...? Thoughts?
