What is the best way to sanitize live rock before reusing it?

Is this dry rock or still in a system rock? If dry rock rinse it multiple times in RODI water, or soak it in RODI water. I soaked mine in a tub with a powerhead and pretty much every other day I would do 50% changes for about 2 weeks, this gets all the dead stuff inside it out.
If it's live, Google "curing Live rock" lots of videos and information!

I was also wondering if I could bleach it?

I don't like bleaching because it takes all the natural color off the rock. I would soak it as I described you'll be fine if you do that, if the sand is dry you will want to do the same thing. I found a 3lb protein powder container I was done with poked holes in the top of it, put the sand in it and placed it in a 5 gal bucket. filled the sand container with rodi and mixed it up. I changed the water out of it daily for a solid week. I was in a hurry otherwise I would have done it for 2 weeks straight, this should help get all the dead particles out of the sand and into the water you are changing out daily.

Sanitize? What are wanting to do /get rid of? PO4, algae/bryopsis, other? There are several things that can be done with rock...bleach, muratic acid bath, etc. We could help more if you could be more specific :0)

Eliminating Bryopsis: I bleached mine for 2 days then rinsed it once in water with a heavy dose of seachem prime, waited 24 hours, then rinsed it again in water with a normal dose of seachem prime. Next I'll dry it then rinse it once more for 24 hours with water and seachem prime. Then I'll dry it 2 days and add it to my aquarium.
