    What have you tried?
fresh clam, something live. You probably won't have any luck with any kind of flake or pellet.

Do you think the tang might eat clam?

I would try some frozen rods food or LRS

If that doesnt work, fresh clam on the shell, put some cuts into it

If that doesnt work, drop in a small head of fresh brocoli.

Sometimes it helps to put an established fish in with it. Monkey see monkey do.

Have you tried the nori rubber banded to a rock and placed on the bottom od the tank? Works a lot of times aa it would be more natural "grazing". I would say put the rock among the Rockford but I'm assuming since it's a qt there is not rock.
