SO I am using a mag seven to feed my external skimmer.  If I put my hand in the sump and touch something metal, I get shocked.  Does this mean the mag is putting electricity in my water?  Is this pump bad?

Could be.   You tank isn't worth risking your life for...
I would highly recommend the following:

[*]Anything having to do with your tank be plugged into a GFCI outlet.
    [*]Add a Titanium Grounding Probe.

Then the APEX EB8 should be connected to a GFCI outlet.

OK, it isnt right now. I dont have one in the sump room so I will have to get one. The shock is incredibly faint. Just a light pulse that I can feel. What/Where/How do I use a titanium grounding rod?

The rod just plugs into an "empty" port on the eb8 and sits in the water (kind of like a heater, if you want something to compare it to). For what it's worth, I would find what the problem is and replace the problematic item. A grounding probe is really only a band-aid, not a cure.

Yes, you should probably replace the pump, but you should also put some safety measures into places as well...

OK, sounds good. And so you are saying JB if I understand 1. fix the problem by replacing the pump 2. put a safety in place by using the titanium grounding rod?

Ebay usually has good deals on the grounding rods. Most of the aquatics retailers carry them as well I think, marine Depot, DFS. I agree with using a GFCI outlet but be aware many are against them because if they trip are you aren't there it can crash your tank. There is also disagreement on whether the grounding rods do any good.
This was a fairly large debate on GIRS a few years as one of our members was out of town and the GFCI went bad and he lost 90% of his tank. I used to be an electrician, if there was ever going to be any real load we usually would use a GFCI breaker instead of an outlet. But they are more expensive but more dependable. At least they used to be. I haven't been in that line of work for years though and I know there are some Journeymen in the club that may want to comment on this.
