They make a putty thatv you can use to hold the frag plugto the rock and to hold frags to plugs good ol super glue gel. Make sure its the gel as its what works best

1.Put glue on the piece to be glued out of the water
    2. Place where you want it underwater
    3. Press and twist a little bit

The glue starts to cure as soon as it gets wet when you press down and twist it essentially brakes the outer bubble that is curring and creates a new bond between the pieces being glued. If that makes any sense.

To do this you need the gel glue, with liquid superglue I think you need to do it outside of the tank. Also I have found that the superglue helps hold things in place, but the placement is not permanent until the coral encrusts on adjacent rock (the glue bond is broken with little effort). I've used locktite brand and gorilla glue gel. Also jb weld epoxy putty has worked well for me to attach lps frags and to secure rockwork together.

I've used the epoxy before but it was a little too permanent, obviously you can break it but more often than not the frag breaks off the plug but superglue sounds like its gonna be the ticket
