I am setting up a new frag tank and I would like to get it cycled as soon as possible. the frag tank is around 25 gallons. if I used live rock and about 15 gallons of water from my display tank would that help speed up the process?

If you use only live rock from your display you really should have no cycle. There wouldn't be any die off and there should be plenty of established bacteria already on the live rock. If you're adding some other rock there could be a bit of a cycle depending on how much was added, and how much dead stuff is on it. The water while its not going to do a whole lot as far as transferring any biological life that would be beneficial to you, its definitely not going to hurt to use it either.

once I add the live rock will it be alright to start adding a few corals a few days later? I would probably start by just adding some zoa's.
